Silver chests can be unlocked using magic keys which can be purchased using lapis under Shop > Key Exchange.

Keys can also be crafted.

Silver chests can be unlocked on exploration maps when magic key have been equipped to an item slot. Magic keys can be equipped by going to Items then tapping a slot and selecting magic key.
